UN declares Abdul Rehman Makki as Global Terrorist

The United Nations Security Council (UNSC) on Monday added Abdul Rehman Makki, a Pakistan-based terrorist and brother-in-law of Lashkar-e-Taiba (LeT) chief Hafiz Saeed, as a global terrorist under his ISIL ( Da'esh) and the Al-Qaida Sanctions Committee. The listing comes after China in 2020 will put forward India's offer to name the Lashkar-e-Taiba (LeT) leader a global terrorist.      Makki has already been listed as a terrorist by India and the US under their national laws. Makki has been involved in fundraising, recruiting and radicalizing youth to violence and attack planning in India, especially Jammu and Kashmir. Makki is the brother-in-law of the mastermind of the 26/11 terrorist attack in Mumbai, Hafiz Saeed. He has held various leadership positions within LeT, a US-designated Foreign Terrorist Organization (FTO). 

     He has also played a role in raising funds for LeT operations. In 2020, a Pakistani anti-terrorism court convicted Makki of one count of terrorist financing and sentenced him to prison, according to the US State Department. The sanctions committee said that while Makki has held his leadership positions within of LeT and JUD, LeT has been responsible for or participated in high-profile attacks, including the attack on the Red Fort in which six LeT terrorists stormed the Red Fort on December 22, 2000, and had opened indiscriminate fire on security forces that They guarded the fort.

     In November 2010, the US Treasury Department designated Makki as a Specially Designated Global Terrorist. As a result of this designation, among other consequences, all Makki property and interests in property that are subject to U.S. jurisdiction are blocked and U.S. persons are generally prohibited from further engaging in transactions with Makki. The US Department of State's Rewards for Justice program is offering a reward of up to $2 million for information on Makki, “also known as Abdul Rahman Makki. In the past, China has put up obstacles to the listing of known terrorists, particularly from Pakistan. He has repeatedly blocked proposals to appoint Maulana Masood Azhar, head of the UN-proscribed Pakistani-based terrorist entity Jaish-e-Mohammed (JeM).
