Anadn Mohan was released from Saharsa prison on Thursday. A petition has been filed in the Patna High Court to challenge the amendment to Bihar's prison rules that eased the release of gangster-turned-politician Anand Mohan after serving a life sentence for killing an IAS officer three decades ago. Mohan, who had been a parliamentarian before his 2007 conviction, was released from Saharsa prison on Thursday morning.
The petitioner, Anupam Kumar Suman, shared the information on his Twitter account, along with screenshots of the electronic filing of the public interest litigation on Wednesday.
"I filed a PIL in the High Court yesterday challenging the dangerous amendment (khatarnaak) which allowed remission of the sentence awarded to a convicted murderer of a Bihar official," Suman wrote in Hindi.
Mohan's name was on a list of more than 20 prisoners ordered released by a notice issued by the state legal department earlier this week because they had spent more than 14 years behind bars.
His referral follows an April 10 amendment to the Bihar prison manual by Nitish Kumar's government that removed the early release restriction for those involved in the murder of a serving official.
This, critics say, was done to help free Mohan.
By the way, Mr. Suman himself is a former civil servant who voluntarily retired from the Indian Revenue Service a few years ago to take the political step.
"Let justice and the rule of law prevail. Satyamev Jayate," Suman added with a rhetorical flourish, avoiding mentioning the name of Anand Mohan, whose release sparked protests from family members and supporters of slain IAS officer G. Krishnaiah. . .
Krishnaiah, from Telangana, was beaten to death by a mob in 1994 when his vehicle tried to overtake a funeral procession in the Muzaffarpur district.
Mohan, who was Mahishi's incumbent deputy, led the caravan to the death of his close associate Chhotan Shukla, another feared gangster who fell under his rivals' bullets before realizing his political ambitions.
In particular, Mr. Suman is widely known for his tenure as Patna City Commissioner. He was charged for the great congestion of the city in 2019, after a few days of heavy rain.
The 2004 IRS officer received a good cause notice long after leaving the service and reacted by claiming that his superiors, including Chief Minister Nitish Kumar himself, shared responsibility for the havoc wreaked on the state capital.
Mr. Suman is associated with the Plurals Party, founded and led by Pushpam Priya Choudhary, an intriguing figure about whom little is known, except that her father was a member of the MLC in Nitish Kumar's JD(U) and fought in the 2020 Assembly election as the "lead ministerial candidate" of his fledgling team.
