Gangster Atiq Ahmed and his brother were shot while speaking to the media in police custody, shortly after a UP minister tweeted about "sin and virtue".
"Sin and virtue are included in this birth," Swatantra Dev Singh, the state's Jal Shakti minister, tweeted.
