Extending the suspension of congressman Rajani Patil is a "blatant violation" of the rules, Mallikarjun Kharge said. Opposition Rajya Sabha leader Mallikarjun Kharge raised the issue of extending the suspension of Congress MP Rajani Patil beyond the budget session with President Jagdeep Dhankhar on Thursday, calling it a "big parliamentary mistake" and " flagrant violation" of the rules. procedural. Speaker Dhankhar said Patil's suspension for filming House proceedings was extended beyond the budget session after getting information from the privileges committee investigating the matter.
He said the committee, at its meeting on March 27, requested an extension until the first week of the monsoon session to complete the investigation.
Criticizing the extension of the suspension in a letter to Mr Dhankhar, Congress Speaker Kharge said inflicting such "shameful treatment" on Patil is a "gross insult" to a dedicated MP.
"In such a situation, I cannot fail to place on record in the strongest terms my grave discontent and anguish, which is shared by my fellow party members and 19 other similar colleagues in both Houses of Parliament, over this serious parliamentary offence," he said. .
Congresswoman Patil expected the Rajya Sabha Chairman to do her justice as the Parliament session has ended, but her suspension has not. She said that Dhankhar had his own rights and he could use them, but asked "What about my rights as an MP?"
Kharge said he was "very distressed" by the Dhankhar sighting continuing Patil's suspension until at least the monsoon session.
"You will recall that the leaders of 13 opposition parties to the Rajya Sabha met today morning and demanded that Rajani Patil's suspension be revoked. However, they chose to ignore this class action demand made by opposition party leaders," said.
Mr. Kharge recalled the provisions of the Rules of Procedure and the conduct of debates in the Upper House.
"If a member is so appointed by the President, he shall immediately submit the matter to a proposed motion, no amendment, adjournment or debate being permitted, whether or not the member (who appointed him) is suspended from Council service for a period not to exceed the rest of the session: providing that the Council may, at any time, upon a motion presented, decide to end this suspension," he said.
In view of the above provisions, it is quite apparent that the continuation of Rajani Patil's suspension well beyond the current budget session is a "blatant violation" of the Rules of Procedure as well as well-established parliamentary traditions, Mr. .kharge.
"Such a development is highly regrettable and unprecedented in parliamentary history. Rajani Patil is a very diligent and committed MP who has carried out her duties with the utmost dedication both within the House and in public service," Kharge said.
Prolonged suspension would deprive the MP of her valuable contribution to the parliamentary committees of which she is a member and would be a loss not only for her but also for the institution of the parliamentary committee system itself, he said.
Sharing Kharge's letter on Twitter, Congress Secretary General Jairam Ramesh said: “My colleague Rajani Patil continues to be suspended from the Rajya Sabha. LoP and Congress President Shri Mallikarjun Kharge ji have just written to the President about this grave injustice committed by the Modi regime. This is unprecedented!"
