India Abstains in UN Vote on Resolution Extending Ukraine War Inquiry

Also earlier, India abstained from any resolution on the Russo-Ukrainian war. India abstained from voting on the UN Human Rights Council (HRC) resolution calling for a one-year extension of the mandate of the investigation of alleged war crimes. However, the resolution was adopted as 28 countries supported the draft resolution, while 17 countries abstained, including India, and only 2 countries opposed it. It is relevant to mention that China is one of the countries that was against the resolution.

After the vote, Ukraine's permanent representative to the UN Sergiy Kyslytsya tweeted: "We salute @UN_HRC delegations who have supported the draft resolution Human rights situation in Ukraine arising from Russian aggression: mandate extension of the Independent International Commission of Inquiry on Ukraine. We noted that only 2 alternates were against. Accountability for war crimes now!"

Also earlier, India abstained from any resolution on the Russo-Ukrainian war. Last time, when India abstained in February, India's permanent representative to the United Nations Ruchira Kamboj said India remained committed to multilateralism and reiterated calls for dialogue and diplomacy.

He made the statement after India abstained from voting on a United Nations General Assembly (UNGA) resolution on the need to achieve a comprehensive, just and lasting peace in Ukraine.

"India remains firmly committed to multilateralism and respects the principles of the United Nations Charter. We will always call for dialogue and diplomacy as the only viable way out. While we take note of today's resolution's stated aim today, given its inherent limitations to achieving our desired goal of securing lasting peace, we are forced to abstain,” said Ms. Kamboj.

Ms. Kamboj added that India's approach to the Ukrainian conflict will remain people-centred. She said that India continues to provide humanitarian aid to Ukraine and economic support to its southern neighbors.

He noted that reports on the ground reveal a complex scenario, with the conflict between the two nations escalating on multiple fronts. Notably, 141 countries voted in favor of the resolution, while 32, including China and India, abstained and seven voted against it at the United Nations General Assembly.

"India's approach to the Ukrainian conflict will continue to be people-centred. We are providing humanitarian aid to Ukraine and financial support to some of our economically challenged southern neighbors, even as they face rising prices for food, fuel and fertilizers, which has been a consequence of the ongoing conflict,” Ms. Kamboj said.

"The overall goal of today's resolution aimed at a comprehensive, just and lasting peace in accordance with the Charter of the United Nations is understandable. We also take note of the emphasis placed on increased support by Member States for diplomatic efforts to achieve peace, as well as in supporting the Secretary General's efforts to promote a comprehensive, just and lasting peace in Ukraine. However, reports on the ground describe a complex scenario, with the conflict escalating on multiple fronts," added the envoy. India's Permanent Representative to the UN.

Ms. Kamboj added that India remains concerned about the situation in Ukraine as the conflict has claimed countless lives and left millions homeless.

He added that the reports of attacks against civilians and civilian infrastructure were deeply concerning. In her speech, Ms. Kamboj reiterated Prime Minister Narendra Modi's statement that this era cannot be an era of war.
