As budget session resumes, 35 bills are pending in parliament

Description

The second part of the budget session will begin on March 13 and continue through April 6. While the second part of the budget session that will resume on March 13 will focus on grant applications and the adoption of the Union budget, it is likely that the government will also introduce legislation for adoption in this part. According to records, around 26 bills are currently pending in Rajya Sabha and almost 9 in Lok Sabha.

Two bills: the Multi-State Cooperative Societies (Amendment) Bill 2022 and the Jan Vishwas (Provisions Amendment) Bill 2022 were referred to a joint committee by the government in the last winter session and are currently pending. being reviewed by the panel. It is known from sources that the panel led by CP Joshi that is discussing the Multi-State Cooperatives Bill will submit its report to Parliament in the next session. That panel has completed its discussion of the bill and is expected to adopt its draft report on March 13.

The government must also enter the Biodiversity (Amendment) Bill 2021, which has been considered by a joint committee of Parliament.

It is also known from the sources that the government may present the long-awaited personal data protection bill in the next session. This bill is expected to be approved by the Union Cabinet soon.

Among the bills pending in the Rajya Sabha, the Lok Sabha has already passed three bills, namely the Inter-State Rivers Water Disputes (Amendment) Bill 2019, the the Constitution (Scheduled Tribes) (Third Amendment) of 2022 and the Constitution (Scheduled Tribes) (Fifth Amendment) Ordinance, 2022

Bills which have not been returned for any parliamentary scrutiny and are awaiting passage include the Tamil Nadu Legislative Council (Repeal) Bill, 2012, Scheduled Caste Readjustment and Tribal Representation (Third) Bill. Parliamentary and Assembly Scheduled Constituencies Act, 2013, the Delhi Rents (Repeal) Bill, 2013 and Constitutional Ordinance (Scheduled Tribes) (Amendment) Bill, 2019

A number of bills pending before the Rajya Sabha have passed through parliamentary scrutiny by the Standing Committee and for which reports have already been filed, including the Assam Legislative Council Bill 2013, the Construction Bill and Other Construction Workers (Amendment) Act 2013, Constitution (Amendment Bill 79), 1992 (Small Family Standards for Legislators), Delhi Rent (Amendment) Bill, 1997, Rent Bill (Repeal) of Delhi, 2013, Employment Boards (Compulsory Notification of Vacancy) Amendment Bill, 2013, Indian Homeopathy and Medicine Pharmacy Bill, 2005, Interstate Migrant Workers (Employment Regulation) Bill and Conditions of Service), Mines (Amendment) Bill, 2011, Municipalities Provisions (Extension to Scheduled Areas) Bill, 2001, The Legislative Council of and Rajasthan Bill, 2013.

Registration (Amendment) Bill, 2013, Seeds Bill, 2004, Indian Telecommunications Regulatory Authority (Amendment) Bill, 2008, WAQF (Eviction of Unauthorized Occupants) Property Bill , 2014, Mediation Bill 2021, Cinematography (Amendment) Bill 2019, among others.

A list of 9 bills pending in Lok Sabha includes the Repeal and Amendment Bill of 2022. Two bills have been referred to the Standing Committee. Electricity Bill (Modification). 2022.

Three bills are listed for which parliament has already received reports from standing committees, including the DNA Technology Regulation (Use and Application) Bill 2019, the Parenting and Citizenship Welfare and Maintenance Bill Majors (Amendment) Act 2019 and the Competition (Amendment) Bill. 2022
