Earlier, at an event in Delhi, Joly raised the issue of the Russo-Ukrainian war and called for the isolation of Moscow.
“The paralysis that particularly affects the UN Security Council is related to the war in Ukraine. The more countries send a clear message to Russia, the more we can isolate Russia politically and diplomatically,” Joly said.
He also warned China not to support Russia, saying: "We should create a movement to finally get Russia out of Ukraine and send a message to China that it is important that it not support Russia in the end."
Meanwhile, the Quadrilateral (Quad) Security Dialogue on Friday reiterated its support for the UN Charter, including expanding the permanent and non-permanent seats of the 15-member world body.
The Quadruple Foreign Ministers conducted a comprehensive review of various issues ranging from the Indo-Pacific to ASEAN in a meeting chaired by Mr. S Jaishankar. Australian Foreign Minister Penny Wong, Yoshimasa Hayashi of Japan and US State Department Secretary Antony Blinken attended the meeting on the sidelines of the 2023 Raisina Dialogue.
Speaking on reforms to the UN Security Council, the Quadruple Foreign Ministers said in a joint statement: "We agree that the rules-based international order is anchored in international law, including the Charter of the United Nations , and the principles of sovereignty, political independence, and the territorial integrity of all States.We commit to cooperate in confronting attempts to unilaterally overthrow the United Nations and the international system, in consultation with our partners and through platforms multilateral and international

In September last year, a joint statement was issued following a meeting of Quad foreign ministers in New York on the sidelines of the United Nations General Assembly committed to expanding the United Nations Security Council.
