“The Security Council can only offer effective solutions if it gives a voice to the voiceless rather than jealously preserving the status quo for the powerful,” he added.
R Ravindra said the Inter-Governmental Negotiation (IGN) approach needed a "complete review", according to the statement issued by the Permanent Mission of India to the UN. He stressed that an intergovernmental negotiation must become a regular negotiation process focused on the discussion of a single text with assigned positions and higher levels of transparency, which will make the process "more inclusive".
"We are convinced that our approach to the IGN process needs a complete overhaul. The IGN must become, before it is too late, a regular process of negotiation within the General Assembly, focused on the discussion of a single text with clearly assigned positions, and with higher levels of transparency and documentation, making it a more inclusive process,” R Ravindra said in a statement.
R Ravindra noted that they had been meeting in an informal format for 15 years. He said that they do not have a draft that consolidates the attributed positions of the interested parties to carry out the discussions. In his statement, R Ravindra said that India will engage directly with the relevant section of the May 16, 2022 Co-Chairs' Revised Elements document and issue a statement on the text as G4. He said that India believed there was no need for a lengthy introduction to the document and that a factual record of the IGN meetings should be presented in a separate document.
