Downing Street rejected claims by allies of Nadhim Zahawi, who said he was treated unfairly during ethics adviser Sir Laurie Magnus' brief investigation into his tax affairs. Allies of the former chancellor told the Spectator that he told Tom Scholar, then Permanent Secretary to the Treasury, about the HMRC fine he received in September.
